For more than 34 years, Rozella O'Neal has built a distinguished career with the City of Chicago Department of Water Management, where she oversees daily operations for a team of 30 employees and a fleet of 34 municipal vehicles — ensuring efficiency, accountability, and safety at scale.
She founded Rxclusive Salon Suites to bring that same operational discipline to independent beauty professionals — giving licensed stylists, estheticians, and wellness specialists a turnkey business environment where they can focus on their clients while she focuses on the building.
